Focus offers competitive grants to businesses for large renewable energy projects

MADISON, Wis. (March 11, 2011) – Today, Focus on Energy, Wisconsin utilities’ statewide program for energy efficiency and renewable energy, announced that businesses can compete for incentives for large renewable energy systems. The Large Renewable Energy System Competitive Incentives allow Wisconsin businesses and organizations to apply for funds to help implement large renewable energy systems.
Businesses can receive an incentive of up to 30 percent of the project costs to complete a renewable energy project that is well-researched, documented, and justified. Eligible, large-scale renewable energy systems may include: solar electric, solar hot-water, wind electric, biomass energy, and anaerobic digestion (biogas).
“Renewable energy technology offers businesses deeper energy cost savings after energy efficiency measures are implemented.” said Ken Williams, Focus on Energy’s business programs director. “Focus’ large renewable energy competitive incentives help businesses defray some of the upfront investment cost of a renewable energy system, resulting in a quicker payback."
Any type of business, school, government entity, agribusiness, and apartments/condo facilities can apply for a Focus competitive incentive. The application and details are available online at focusonenergy.com/competitive_incentives. Applications are due by April 30, 2011.

A safe investment in 2010: Hot water
Though written in 2007, an analysis by RENEW's executive director Michael Vickerman may be even truer today an a few years ago, given the risk involved in "traditional" investments. The analysis shows that an investmnet in a solar hot water system generates a better rate of return than putting money in the bank:
I wrote a column which was highly critical of using payback analysis to figure out whether installing a solar hot water system on one’s house makes economic sense. In almost every example you can imagine, the payback period for today’s solar installations ranges between long and forever. For my system, which started operating in January 2006, payback will be achieved in a mere 19 years using today’s energy prices, though by the time 2025 rolls around, half of Florida might be under water and the rest of the country out of natural gas.
But there’s no reason to let payback length rule one’s ability to invest in sustainable energy for the home or business, especially if there are other approaches to valuing important economic decisions. One way to sidestep the gloomy verdicts of payback analysis is to do what most companies do when contemplating a long-term investment like solar energy -- calculate the internal rate of return (IRR) on the invested capital. The definition of IRR is the annualized effective compounded return rate which can be earned on the invested capital, i.e. the yield on the investment.
By using this familiar capital budgeting method, I’m able to calculate an IRR of 6.1%for my solar water heater if natural gas prices rise a measly 3% per annum. That yield exceeds anything that a bank will offer you today. It will likely outperform the stock market this year, which is due for a substantial downward adjustment to reflect the slow-motion implosion of the housing market now underway. And, unless you live in a gold-rush community like Fort McMurray, Alberta, your house will do well just to hold onto its current valuation, let alone appreciate by six percent.
While all investments pose some degree of risk, the return on a solar energy system is about as safe and predictable as, well, the rising sun. Fortunately for the Earth and its varied inhabitants, the center of our solar system is situated well beyond the reach of humanity’s capacity to tamper with a good thing.

Bill would add new technologies to RPS compliance
From the Legislative Reference Bureau analysis of Assembly Bill 401 (and its companion Senate Bill 273:
Under current law, an electric utility or retail electric cooperative (electric provider) is subject to certain requirements for ensuring that, in a given year, a specified percentage of the electricity that the electric provider sells to retail customers or members is derived from renewable resources. . . .
This bill allows an electric provider to create an additional credit that the electric provider can use or sell like the credit allowed under current law. The bill requires the Public Service Commission (PSC) to promulgate rules that allow an electric provider to create a credit based on the electric provider’s use in a year of the following resources: solar energy, including solar water heating and direct solar applications such as solar light pipe technology; geothermal energy; biomass or biogas. However, the electric provider’s use of the foregoing resources is eligible for a credit only if both of the following are satisfied: 1) the use displaces the electric provider’s use of electricity that is derived from coal, oil, nuclear power or natural gas, except for natural gas used in a fuel cell; and 2) the displacement is verifiable and measurable, as determined by the PSC. In addition, the PSC’s rules must also allow an electric provider to create a credit based on a customer’s or member’s use of resources that satisfies the foregoing requirements.
A number of organizations have registered positions on the bill.

Energy on the docket at Earth Day conference

Biomass, wind, solar and the strategy to produce and maintain a sustainable homegrown energy plan will be the topics of the day on April 22 during the third annual Earth Day conference at Monona Terrace in Madison.
The conference is put together by the Nelson Institute for Environmental Studies at the University of Wisconsin-Madison and is co-sponsored by American Family Insurance, Madison Gas & Electric, Alliant Energy, the Wisconsin Energy Conservation Corp., the Natural Resources Conservation Service, and the British Consulate-General of Chicago.
Participants at the one-day conference will discuss emerging federal and state energy policies, opportunities for homegrown energy resources, how to create jobs, and how the state responded to previous energy challenges.
Guest speakers will include Eric Callisto, chair of the Wisconsin Public Service Commission; Charles Cicchetti, former PSC chair and co-founder of Pacific Economics Group; Donald Albinger, vice president for renewable energy at Johnson Controls; Faramarz Vakili-Zadeh, director of the We Conserve program at UW-Madison; and Alastair Totty, head of the national climate change team at the British Embassy in Washington, D.C.

Stimulus bill boosts solar installations

The recovery package will immediately spur job creation along each link in the solar supply chain- from PV panel manufacturers to solar hot water system installers. Solar provisions in the final economic recovery bill:
Renewable Energy Grants: Given the economic downturn, many traditional solar project financiers were left without the tax appetite necessary to put the 30 percent solar tax credit to good use. This provision puts solar finance back on track by offering DOE grants as an alternative to the tax credit. To be eligible for the program, the project must commence construction in 2009 or 2010 and be placed in service by January 1, 2017. Applications must be filed by October 1, 2011.
Repeals Penalty for Municipal Solar Finance Programs: Around the country, cities are implementing innovative finance programs that help residents and businesses go solar without breaking the bank. As the tax code was written, there was some uncertainty as to whether participants in these programs could claim the federal solar tax credit. This provision ensures that businesses and individuals can qualify for the full amount of the solar tax credit, even if projects are financed with local development bonds or other subsidized energy financing.
Loan Guarantee Program: This provision is especially helpful for the development of large-scale solar power plants. It establishes a temporary DOE loan guarantee program for renewable energy and electric power transmission projects. The program is available for any renewable project that commences construction by September 30, 2011. The program provides $6 billion in renewable funding.
Manufacturing Investment Credit: Everyone wants manufacturing jobs, and this provision will help attract solar manufacturing facilities to the U.S. It provides up to $2.3 billion to fund 30 percent investment tax credit for facilities engaged in the manufacture of advanced energy technologies. Projects must be certified by the Treasury, in consultation with the Secretary of Energy, through competitive bidding.
Remove Limits on Solar Water Heating: This provision gives solar hot water heaters the same treatment of solar panels. It repeals the $2,000 monetary cap, making solar water heating property eligible for the full 30 percent tax credit.

Milwaukee mayor will accept $400,000 grant at solar conference

On Thursday, October 23rd, Milwaukee will host the fourth annual Solar Decade Conference at the Midwest Airlines Center, expected to draw 400 people. Sponsored by We Energies, Focus on Energy and the Wisconsin Green Building Alliance, the conference will focus on reducing the informational, economic and procedural barriers to solar energy proliferation in the region.The Solar Decade Conference, open to the public, will feature "renowned industry experts as they discuss the benefits of solar energy for your home, business and career!"
“The benefits of solar energy are great,” said Mayor Tom Barrett, “Not only does solar energy provide power from a secure domestic source, promote sustainable urban development, and support greenhouse gas reduction targets, but advancing solar technology creates new economic opportunities for our residents and businesses.”
Also during the conference, Mayor Tom Barrett will accept a grant of $200,000 from Tom Kimbis, Director of Market Transformation for the U.S. Department of Energy Solar Energy Technologies Program. Earlier this year, the City of Milwaukee was named one of America’s 25 Solar Cities by the Department of Energy because of its commitment to solar technology adoption. This grant was awarded at that time.
Roman Draba, Vice President of Regulatory Affairs & Policy at We Energies will present a matching grant also in the amount of $200,000.
The awards are intended to accelerate solar adoption in cities by supporting their innovative efforts with financial and technical assistance. Selected cities are those prepared to make a comprehensive, city-wide approach to solar technology that facilitates its mainstream adoption.

Congress extends tax credits for solar and wind projects

The $700 billion package designed to help the financial industry will result in more Wisconsin homeowners installing solar panels on the roofs of their houses in the years to come, energy industry observers said Friday.
A package of energy tax credits, adopted as part of the bailout deal, will extend for eight years the tax credit for homeowners considering adding solar.
Energy tax credits had been set to expire at the end of the year until they were included in the Wall Street bailout package.
What's significant about the solar credit, industry observers said, is the decision to remove a $2,000 cap on a federal tax credit for installing solar panels.
That means that a typical solar-electric system that costs about $16,000 is now eligible for a 30% tax credit, or $4,800, said Michael Vickerman, executive director of Renew Wisconsin, a Madison group that advocates for renewable energy.
Word that the bill had passed in the House came as visitors toured homes and businesses with solar panels across the state Friday, as part of the annual Solar Tour sponsored by the Midwest Renewable Energy Association. The tours continue today.
In Milwaukee, Ann Beier, head of the Milwaukee Office of Sustainability, heard about the congressional vote during a solar tour stop at Hot Water Products Inc., a distributor of solar-hot water systems.
"It raised the mood quite a bit, because there had been such fits and starts on reinstating these tax credits," said Beier, whose office will kick off the Milwaukee Shines solar-education program this month.
The incentive should boost interest by homeowners in installing solar panels, said Don Wichert, who runs renewable energy initiatives for the state Focus on Energy program.
"With all the stuff that is going on right now with the economy, this is a happening market," he said. "There will not be layoffs in the solar and renewable market for a long time."
Other energy pieces included in the Wall Street bailout package include an extension of wind-energy tax credits for one year.

Businesses and residences open for solar tour, Oct. 3-4

Many solar-powered and energy-efficient businesses and homes around Wisconsin, including Jeff Riggert's residence (above), will be open to the public during the Wisconsin Solar Tour on October 3 and 4.
The tour demonstrates that renewable energy is practical, reliable and a realistic choice for home and business owners. Tour sites are owned, lived in, and worked in by ordinary people. They are helping others open the door to renewable energy.
Although it is officially called the Wisconsin Solar Tour, sites include all sorts of renewable energy technologies and other innovative features. On the Wisconsin Solar Tour you can see:

Focus on Energy seeks large projects to fund
From a media release issued by Focus on Energy:
Focus on Energy, Wisconsin's energy efficiency and renewable energy initiative, is helping businesses statewide become more energy independent by offering large, one time only grants to help finance the installation of innovative renewable energy systems. Eligible businesses must submit grant proposals to Focus on Energy by Oct. 29, 2008. Funds will be awarded on a competitive basis and are meant to support one project in each of the following technologies:
Industrial or Municipal Anaerobic Digesters
Many industries and wastewater treatment facilities are looking for a solution to both organic waste management and a source of on-site energy production. Anaerobic treatment of industrial or municipal wastewater can offset waste treatment costs by collecting and using biogas for energy applications. This grant will fund the installation of a commercially available anaerobic digester system in the $2 to $4 million range. The grant will reward up to 25 percent of the installed project cost, or a maximum of $500,000.
Biomass Combustion
Biomass Combustion can serve as on-site energy production for many industries and commercial facilities. The technology offsets energy costs by burning biomass for energy applications. Biomass combustion systems can help supply space heating, process heating, cooling and electricity. This grant will fund the installation of a commercially available biomass combustion system in the $2 to $4 million range. The grant will reward up to 25 percent of the installed project cost, or a maximum of $500,000.
Solar Water Heating
The sun's energy can be used to heat water for commercial and industrial applications. Businesses interested in implementing solar water heating can use this grant for the installation of one large, commercially-available solar water heating system or a group of systems owned by the same entity and installed simultaneously. This grant will fund the installation of a solar hot water system that offsets more than 10,000 therms per year. The grant will reward up to 25 percent of the installed project cost for tax-paying entities and up to 35 percent for nonprofits, or a maximum of $100,000.
Solar Electric
Solar energy can be converted directly to electricity with photovoltaic (PV) cells. As light strikes the PV cell, it creates an electrical potential that generates a current of electricity. To implement solar electricity, businesses can use this grant for the installation of a large solar electric system or groups of systems that are innovative and very visible. This grant will fund the installation of a PV system that produces more than 50 kilowatts (kW) per year. The grant will reward up to 25 percent of the installed project cost for tax-paying entities and up to 35 percent for nonprofits, or a maximum of $100,000.
Wind Energy
The energy present in wind can be converted into electricity with a wind turbine. Wind passing over the turbine creates a rotary motion that turns an electric generator and creates electricity. This grant will provide financial support for the installation of one commercially available wind energy system that demonstrates a new type of turbine, has a special type of application and/or provides very high visibility and educational value. To be eligible the project must produce 20 kW to 100 kW per year. This grant will reward up to 35 percent of the installed project cost, or a maximum of $100,000.
"These grants offer a one time opportunity for businesses and non-profits to apply for projects that are twice as large as those normally accepted by Focus on Energy. We believe there is an emerging demand for renewable energy systems at this larger level, offering businesses a way to mitigate the effects of fossil-fuel-based energy use, reduce pollution and lessen America's dependence on energy from overseas," said Don Wichert, program director for Focus on Energy's Renewable Energy Program.

Make-up-air grant deadline extended to Oct. 29
From Focus on Energy:
At the time of the release of our transpired solar demo grant, we were unaware that Conserval Engineering held a patent on the entire transpired technology, which they have coined SolarWall. We never intended to provide benefits to one specific manufacturer.Grant details here.
Therefore, we have decided to open the request up to all solar air heating technologies for make-up air heating.
Because of this change, we have extended the deadline for proposals to October 29, 2008.
One other clarification, as I received some questions: The project MUST include the demonstration component. Please detail this in your proposal.

Focus on Energy seeks demo project for solar wall technology
From a demonstration project grant announcement by Focus on Energy:
This Demonstration Grant provides financial support for the installation of commercially available transpired solar wall collector systems, which are most commonly used in facilities needing large volumes of make-up air. Focus on Energy seeks applicants with an ideal site to install, assess and promote the use of this little-utilized solar technology. This special Demonstration Grant will give priority to highly visible installations at building sites of organizations with an educational mission. Public facilities with high levels of foot traffic and a means of raising awareness about the technology are encouraged to apply. Examples of highly visible locations include municipal buildings, nature centers, schools, colleges, and museums. Grant applicants are expected to prepare a visual presentation about the system and utilize displays, brochures or on-site kiosks to provide educational information about this solar technology. The project lead or the installation contractor should be prepared to present this material at a Focus-on-Energy-sponsored renewable energy event. Focus on Energy will need access to monitor the system’s energy performance, or we can assist the grant recipient in monitoring, if preferable.
A project’s funding level is based on the size and expected energy savings of the transpired solar wall collector. The maximum reward level is $45,000 and the grant will cover a maximum of 35% of the system’s installed cost for nonprofit or publicly owned facilities and a maximum of 25% for other private facilities. Demonstration Grants of up to 65% or $5,000 will also be granted for the preparation or purchase of visual materials. It is expected that up to three grants will be awarded for this special request for transpired solar wall demonstration. This grant will be funded on a competitive basis with preference given to nonprofit or publicly owned facilities. Funding may be less than the level requested by the applicant.
Focus on Energy’s policy limits awards to no more than $500,000 for any individual or business during each fiscal year. This includes projects contracted between July 1, 2007 and December 31, 2008. There is no restriction on the number of contracts an individual or business can receive within the $500,000 fiscal-year limit.

More and more, Wisconsin businesses that use large volumes of hot water are discovering that solar hot water systems can save money in a variety of commercial applications— and benefit the environment as well. A proven technology that’s been in use for decades, solar hot water systems are well suited for use in Wisconsin all
year round.
Solar hot water systems can be a smart investment for business owners because the energy cost savings pay for the up-front and operational costs of the system.
Depending on the application, the internal rate of return (IRR) for solar hot water systems can be as high as 20 percent. Another attractive financial benefit of
solar hot water systems is that costs do not fluctuate like those of other fuels—making today’s robust, reliable systems a viable shield against ever-rising
energy costs.
